The virus: 2,478 new coronavirus cases were identified in mainland China on Monday, bringing the total number of infections there to 42,638. Worldwide, 43,090 people were infected as of Tuesday morning.
The death toll and the cured: 108 people died from the virus in mainland China Monday, bringing the total death toll there to 1,016, China's National Health Commission said. Two people have died outside mainland China, in Hong Kong and the Philippines. Nearly 4,000 infected patients in mainland China have been cured and discharged from hospital, officials said.

Need to be cautious when evaluating articles from both ZeroHedge and Apple Daily (cited in the ZH link).
ZH tends to present the news in a more conspiratorial lens, while Apple Daily tends to be quite tabloid and “pro-democracy”.
The daily increase in confirmed COVID-19 cases has been on the decline before the guideline change. And the confirmed cases also did not change significantly after the announcements, suggesting the actual impact (if any) on the official data to be minimal.
At the end of the day, it is understood that official data at the epicentre to be incomplete at best, and could only be used for reference on the directionally of the progression of the epidemic.

Actually the official data is totally incomplete, just made for show. Whilst they slowly trickle in the report and deaths whilst boosting the recovered numbers.
Wuhan has 11m pop. right? so if as mentioned before prevalence is 5% and 500k have it (conservative number considering reports of this bad pneumonia already surfaced in November last year and by December people were already fearful and not going out.) lets say death rate is 1%, at least 5000 should have died already.
At the moment the gov is pushing for people to return to work in less affected provinces in the manufacturing belt. So they have suppress the numbers to fit their narrative of all is well, go back to work, make stuff make money. In the mean time everyone is staying home in Beijing...
It is also ridiculous to be spraying chemicals on the streets. Its aerosol spread lah, need to spray the all the air lah, not the floor.
Locally it seems the numbers are encouraging, only 2 new cases yesterday. Perhaps its harder to spread the virus in non-aircon spaces, we shall see.

Cruise ship crisis: A total of 175 cases have been confirmed on a cruise ship quarantined in Japan. More than 2,000 people are stranded on another cruise that was turned away from four ports, despite having no suspected cases.

The Westerdam cruise ship, denied entry by at least four different authorities despite not having any confirmed coronavirus cases onboard, is now heading for Cambodia and will disembark its passengers Thursday, Holland America Line said in a Wednesday statement.
“Westerdam is now sailing for Sihanoukville, Cambodia, where the current cruise will end,” the statement reads. “We will arrive at 7:00 a.m. local time on Thursday, Feb. 13 and will remain in port for several days for disembarkation.”
“Guests will be able to go ashore. All approvals have been received and we are extremely grateful to the Cambodian authorities for their support.”
The company said that passengers will move from Sihanoukville to Phnom Penh on charter flights. Holland America said it would pay for all flights home, as well as the previously announced full cruise refund and “100% future cruise credit.”
