If I understand it correctly, previously HDB was involved in the construction of flats; whereas the restructuring removed that part of the HDB so that construction is outsourced to private enterprises. This is not the same as privatizing HDB.
I suppose the word privatize is used loosely. E.g. a privatization of a public listed entity means that it becomes the asset of a few private investor; whereas when you said privatization you likely meant corporatization.
From Investopedia:
Privatization: The transfer of ownership of property or businesses from a government to a privately owned entity.
Corporatization: The act of reorganizing the structure of government owned entity into a legal entity with the corporate structure found in publicly trade companies.
Hmm...Corporatization seems the better term.

"'HDB Corporation Pte Ltd' will be set up. The HDB Corp will be a fully-owned subsidiary of HDB"
The wording is not vague and it is a transfer from stat board to an entity under companies act. I am agreeable to both nomenclature. The other way to look at it is Corporatisation does not need to involve being a Pte Ltd
Nonetheless I digress from my main issue.

IIRC there was a $40b loss for Temasek, effectively losing what they made from the Chinese banks, and Goodyear was supposed to replace Ho Ching.

Am I right to say that gain in Chinese investments is only on paper since they are no yet realised, but the $40B loss in US is REAL money loss?

From an asset manager's POV, how meaningful is this?

IIRC they used most of their money made from Chinese banks to plow into US/ EU banks
Sorry a lot of things I posted is based on my memory, actual figure may not be exactly right but the right idea is there CityFarmer most likely can concur
