Quote:4. Will the subscription to BPL be charged under my StarHub TV monthly bill?
The packaging and its subscription charge for BPL content is determined by SingTel, and all subscription charges in relation to the BPL Pack will be billed directly by SingTel.

Quote:5. What is cross carriage?
MDA’s cross carriage announcement is a new ruling that discourages any pay TV operator from signing exclusive content that disadvantages the other operator. Any exclusive content signed from 12 March 2010 will be subjected to cross carriage and the same content is obliged to be made available for subscription on the other operator’s platform.

Not sure how does this rule discourages Singtel from signing another exclusive content if Singtel is still the sole manager for the content (pricing and subscription), whilst Starhub is just providing the infrastructure for the content delivery (at 0 cost?).

Er... doesn't it obvious? Singtel paid full content's cost, while Starhub paid nothing, but the content is available to both service providers' subscribers with SAME price.

So the idea is just to protect the operators? What's stopping Singtel to continue buying exclusive content since it essentially gives them a monopoly and therefore they can charge whatever price they want to cover their cost + a healthy margin?

well it's time for the consumers to speak up then - stop watching the BPL!
This reminds me of the tactic used by Microsoft in the browser wars. Microsoft packaged Windows Internet Explorer in the Windows OS bundle and says its free but hikes up the price of Windows OS.

If the price diff between the BPL standalone package and the complete package is only $5, can I choose to subscribe the complete package minus the BPL for $5? Haha..

Consumers have to end up paying more because they built in the cost of the BPL license into the complete package. By taking up the $64.90 package, the consumer is indirectly paying for the BPL license!
The different Price Plans,

Singtel Mio TV Price Plan

Look at the Interest Packs and you may understand what Singtel is trying to do and why I say 'Singtel hits back' in an earlier post... BPL is under mio Stadium+ Pack @ $59.90. See how it's priced vs other Interest Packs? Tongue

Gold Packs @ $64.90 makes better sense for BPL fans... an incentive to sign up if compared to a standalone $59.90 BPL pack... only another $5...Tongue

A classic example of “上有政策 下有对策“ (translation: there is policy from authority, but there is also way to get around it)

So it is always not advisable for authority to over-intervene the market..IMO

Property cooling measures with taxes are necessary, but intervene into operational issues are overly done, albeit out of good will IMO.
Serious I always wonder why are people still subscribing to pay TV when you can get live streaming...

I just watch for free. Anything that is free excites me and the quality is good.
