If anyone works long enough in the retail trade, one will know that it is very common that things get stolen.
Shoplifting is more common than what most people think. Insiders also steal(sometimes massively) from the very people that pay them. Goods/cash/... anything.

It probably can be minimized but can never be stopped totally. In smaller establishments, I have encountered, witnessed and seen as much as >50% of staff taking significant items without paying. (significant means things that are valuable, excluding food/drinks/stationary/low cost items/ etc.)

In a purely capitalistic and principle indifferent world, these actions including bribery which maximizes ones' profits should not be unexpected

But obviously it cannot work in the long term in a real society when there is no trust in the system. The trick is how to demonize such activity and punish the 5-10% that flaunt the rules so that the other 90-95% will not be affected and follow suit.

The tipping point is actually just around 10% for perceptions to form. Look around, observe issues and comments, and it is obvious mainstream ideas might not be that mainstream driven: mostly regurgitation propagations when there is info overload and most choose the heuristically easy way

when younger during my teens I used to work part time at a minimart and for many years thought it was a pretty good business, sell things that people need everyday though small profits but high and fast turnover of goods some goods are seasonal some sell very fast is what supermarket business all about.

Apart from the fairly long working hours doing marketing to get the good deals to doing mule work carrying replenishing and frequently redecorating shelves and it's true there's a lot of shoplifting that goes on, you work long hours just to see your profits getting eroded thru pilfering so trust in employees is a big factor that's why you often see your neighborhood minimarts are also mostly family run but even relatives and family have been known to take and steal but the consolation it's better if they doing it than outsiders doing it. I remember my boss quite enterprising guy some times provide credit to good regular customers of course must pay interest. People living around neighborhood you bump into everyday unlikely will run away where are they going to run to? Big Grin
