Investing in Singapore and Hong Kong Question

Hi guys,
I am an experienced value investor in the US. I just wanted to get your thoughts on investing in Singapore and Hong Kong. Specifically, your thought process to screen out frauds.

The biggest fraudsters are the US banks selling high risk securities based on income from sub-prime mortgages. The next biggest identified fraudsters are the European banks being fined for libor fixing such as Deutsche bank hit by a GBP 1.7 billion fine ( reported last week ). The China Banks may have many sub-prime borrowers but are not yet found out.

If you want to screen out fraud , you should pick companies that are willing to pay high dividends every year. So take a look at S & HK listed Reits.
