I also want to borrow the phrase that made Tin Pei Ling famous - "I don't know what to say". Why don't someone ask him to post what he wrote on our Manpower Minister facebook for clarification.

I think we need to know what was the ongoing discussion before he posted those comments. It was quite an abrupt comment. My guess is that he could be saying what goes into CPF consist of interest and employer contribution, and only merely employee contribution.
