of course it will not happen but I doubt it's hardly a factor at all for non-malay citizens. Corruption could also looked at another angle to mean that things are easy to get done. Minor infringment can be overlooked or forgiven for a small handout or fee, what's so bad about that? In singapore you litter you pay a fine also? that money at the end goes to some civil servant paycheck is the same thing.

If it were really bad they all non-bumis would have fled to singapore long time ago, ask yourself why many well educated malaysians who have have work here, seen for themselves our "clean system" meritocracy and all that still choose to retain their msian citizenship? Is because they seen how the government treats foreigners better compared to it's own citizens that they rather remain status quo isn't it? And those that take up citizenship you only need to look at what national table tennis players are doing to guess the likely outcome.
