Just to comment from technical side. The technology behind diap-up and fibre are still remain the same, only the hardware (level 1) is different.
Most residential line uses dynamic IP, instead of static IP. Most of time devices have the same IP, but not necessary true all the time.
I wouldn't comment on the approaches we used for obvious reason, but it is more than just IP. I would like to give credit to cyclone, who has an impressive skill to find out more convincing "truth". Unless all of us are reasonably convinced, otherwise we will give them the benefit of doubt.
