It is consistent with the China gov policy, to restructure from export-driven to domestic consumption driven economic, isn't it?

It is consistent with the China gov policy, to restructure from export-driven to domestic consumption driven economic, isn't it?
Believe this is applicable not just to China's factories , all factories on Earth are also in the race to survive , who is not ?
