Just sharing my experience regarding this.
Admitted my father this early morning for observation as suggested by the TTSH A&E doctor.
During the admission process, I was told by the CSO that the waiting time for a bed, at least in B2, was 5-6 hours.
However, as the CSO was reading out and explaining to me each of the clauses for the admission T&C, there was this clause that struck me (You can say I am a mountain tortoise). This clause is that I will be charged 100% for ward usage and other charges in the event that they have insufficient room in the ward and have to resort to place my father + bed along the corridor (outside the ward). At the end, I have to sign and acknowledge that I have understood all the T&C.
Woah... seems like the "bed crunch" is really that bad? till they have to stipulate it in the T&C for admission?
Am I a mountain tortoise? Because I don't really remember hearing such clause the last time? (I have to admit that this is the first time I am admitting someone for hospitalization)

The estimated 5-6 hour bed waiting time has just passed.
Called TTSH for an update and was told that my father was still in A&E observation area. And they can't provide me with an further estimate of when my father can get a ward bed.

My Father got the ward as of 1315...
Total waiting time from the minute that admission registration is done till got warded:
7H 30 Min +/-
A relative of mine went to the A&E in TTSH a few months back. Went in around 12pm and got 'warded' around 12am...that's what he told me.....he stayed in the hospital for a few days.
With such an occupancy rate, I feared that if an epidemic strike....we would really have a serious problem....

Just visited my father, a further update...
As mentioned, during admission registration I choose B2 ward and my father was warded at 1315...
Upon visitation, initially found that the ward environment is better than what was described to me by the CSO.
Later found out from the nurse that there is really NO bed in B2 ward.
HOWEVER, kudos to TTSH, they put my father in B1 ward [at least I think; it was a 4 person room with air-con and TV each) and they confirmed to me that I will be charged by the B2 ward rate. And they say if eventually there is bed in B2, they would not (usually) revert my father's ward to B2 if my father's stay is short.
Sharing my experience with you guys for reference. True Story.
