The dentist and doctors have a very strong association which keeps their number in check. Same too for lawyers
In short there is no political will to regulate these bodies. The Big shots in these professions ( i.e those earning big bucks in Pvt Sector) control most of the professional bodies as well as the regulatory bodies in the name of self regulation. These big shots also have big political connections so any efforts to reform these professions are shot down summarily.

many of them earn so much that they can buy the clinic space and so dont pay rental at all
most of the these professionals dont earnso much that they can buy the place, most of them are on rental or lease. only a few big shots in all these professions earn enough to buy the prime commercial property which can easily run into a few million.
A fresh medical grad is bonded to serve in public hospitals & gets paid $4k -$5k per month for these 5 years. hardly enough money to buy a prime property..
