Not flexible enough to be biological. Looks like a kite with a mechanism for the wings to spread and close.
Look like a man wearing a gliding/flapping suit to me.

lol, silly to even suggest that this is real.
First and foremost, the wings are too small to support the whole body.
2nd, the wings are too stiff and looks too mechanical.
3rd, the camera man is too calm, come on, you just saw a flying dragon, and you just film that and did not give chase??
All those background children creating those noise, also did not seem too enthusiastic about it.
Thats a kangtao .. if you haven realise.
